According to the website of the Ministry of Housing and Urban-Rural Development, the Ministry of Housing and Urban-Rural Development recently issued《关于开展规范城市户外广告设施管理工作试点的函》. The letter pointed out that after consensus, it was decided to carry out pilot projects to regulate urban outdoor advertising facilities in nine cities including Changchun, Wuhan, Chengdu, Xiamen, Qingdao, Shenzhen, Wuxi, Zhuzhou and Rugao. The pilot work began in June 2019 and lasted for one year.
The purpose of the pilot is to "safe and beautiful" as the goal, to solve the outstanding problems of large number of outdoor advertising facilities, set up chaos, low quality, etc. to eliminate illegal outdoor urban advertising facilities, establish a long-term control mechanism, and improve the city. The management level of outdoor advertising facilities promotes the improvement of urban quality. Through the work pilot, summarizing and forming a batch of experiences that can be replicated and promoted, and on this basis, research and develop the normative documents guiding the management of the outdoor urban outdoor advertising facilities.Pilots on roads and 1-2 regions, focusing on the following tasks:
First, adhere to planning and guidance. The pilot cities must adhere to the principle of “first planning and then managing”, clean up and rectify according to the plan, and implement the permit according to the plan. Formulate urban outdoor advertising planning (hereinafter referred to as advertising setting planning) according to the law, and clarify the overall layout, control objectives and advertising types. The planning of advertisements should be tailored to local conditions, conform to the actual situation of the city, highlight the connotation of humanities and regional style, organically integrate history, culture, characteristics of the times, national characteristics, etc. and avoid “one thousand cities”. The pilot roads and areas should be based on the advertisement setting plan to prepare detailed plans for the road segment and regional urban outdoor advertising settings (hereinafter referred to as detailed planning).
